The message, setting forth Russia’s stance on the so-called “smart sanctions” against Baghdad, was handed over to the Iraqi leader, Saddam Hussein, by Ambassador-at-Large Nikolai Kartuzov in the Egyptian capital, Cairo. The Anglo-American plan of “smart sanctions” envisages loosening of the embargo on the import of civilian goods to Iraq while simultaneously tightening control over Iraq’s oil exports.
The message expresses a will to promote relations between Russia and Iraq.
