The telegram reads, in part:
“I was sorry to hear about the terrorist act in Batna on the 6th of September that killed 14 Algerian civilians and wounded 70 others. I want to convey my sincere condolences to you and to all the families of the killed and wounded.
We strongly condemn this barbarous act and similar attacks by the terrorist underground in Algeria. We are ready to strengthen Russian-Algerian cooperation in the fight against this global scourge. I am sure that our agreements on this subject will come to fruition.”
