The message reads, in part:

“As the first to encounter the enemy, our border guards have always faithfully performed their military duty and demonstrated the best qualities of Russian soldiers: resilience, courage and dedication. We are rightfully proud of the deeds of our soldiers, commanding officers and border guards, and we bow our heads in memory of those who lost their lives in times of war and peace while defending Russia's borders.

Today, the FSB Border Service has a number of crucially important tasks. We need to harness the latest technologies in the field of border security, and continue to equip divisions with modern weapons and means of supervision. This will allow us to deal more effectively with threats like international terrorism, transnational crime and drug trafficking.

I am confident that you will continue to honourably stand guard over Russia's national borders and enable its citizens to live in peace.”
