The message reads, in part:

“Today's Azerbaijan is a convincing example of stable domestic political and economic development, and confident international policy. All these things increase Azerbaijan's international authority and create new opportunities for strengthening the Russian-Azerbaijani strategic partnership.

Russia firmly intends to further expand bilateral ties in political, economic, cultural and educational spheres. Centuries-old traditions of friendship, good neighbourly relations between the peoples of Russia and Azerbaijan, shared views on the situation in the Caucasus and on how to strengthen regional stability and security constitute the foundations of our cooperation. I am confident that together we can effectively meet new economic and financial challenges, implement large-scale projects that will result in the dynamic development of mutually beneficial cooperation, and improve the well-being and quality of life of the citizens of Russia and Azerbaijan.”
