The President of Russia approved the Demographic Policy Concept of the Russian Federation until 2025

The document assesses the current demographic situation in the Russian Federation and its development trends, as well as identifies the principles that characterize the demographic policy of the Russian Federation. These principles include: achieving comprehensive demographic goals, focusing on the most problematic issues in each area of demographic development, incorporating regional specificities into demographic development policy, and coordinating the work of legislative and executive bodies of state power at the federal, regional and municipal levels. The document also lays out the fundamental tasks of the demographic policy of the Russian Federation.

The main tasks include:

reducing Russian citizens' mortality, especially that of working age citizens;

reducing maternal and infant mortality, improving the population's reproductive health, as well as the health of children and adolescents;

supporting and improving the population's health, increasing the length of the average active life, creating the conditions and incentives to have a healthy life style, significantly reducing the incidences of diseases that affect society as a whole and diseases that present a danger to others, improving the quality of life of invalids and patients suffering from chronic diseases; increasing birth-rate levels;

strengthening the family institution, reviving and preserving spiritual and moral traditions within family relations; and,

regulating internal and external migration, attracting migrants in accordance with the needs of Russia's demographic, social and economic development, and in light of their potential for social adaptation and integration.

The policy document also identifies comprehensive measures to be implemented in three phases and designed to improve the demographic situation in the country.

Such measures include: creating incentives to follow a healthy life style among different population groups, and especially among the younger generation; regular check-ups to facilitate the early detection of declining health; using high-tech equipment for the early diagnosis of diseases; increasing the availability and quality of free medical care; improving the material, technological and personnel capacities in health facilities; applying new and innovative technologies to develop high-tech medical care; introducing comprehensive therapeutic and rehabilitation programmes; promoting family values, increasing state support to families with children; and, creating the conditions to facilitate the integration of immigrants into Russian society.
