The telegram reads:

“It was with great sorrow that I learned of the tragedy in Dnepropetrovsk, which has caused the loss of life.

I ask you to convey my most sincere condolences to the families of the victims and my words of sympathy and support for all affected by this tragedy.

An apartment building was partially destroyed by a natural gas explosion in Dnepropetrovsk on October 13.
