President Vladimir Putin met with the members of the Presidential Commission to prepare proposals on the delimitation of jurisdictions and powers between the federal, regional and local government bodies in the Russian Federation

May 30, 2002, The Kremlin, Moscow

During the course of the talk the President noted that the Commission had already examined 215 legislative acts pertaining to federative relations, and had proposed amendments, some of them very important, to 135 of them.

The President stressed that the political and economic situation in the country depended on the delimitation of responsibilities and the volume of resources at the disposal of the various levels of government.

Mr Putin considered the restoration of the single legal space in Russia to be a key government task. The President described the tasks facing the commission as unique in terms of their scale, significance and consequences. We are not talking about giving one-sided advantages to the federal centre, the regions or the municipalities, he stressed, but about a balance of people’s interests, ensuring the legal and actual equality of citizens throughout the country.
