The changes were made to avoid the possibility of allowing foreign citizens and citizens of the Russian Federation who have the citizenship (nationality) of a foreign state to enlist in contract military service, and carry out military service within the Federal Security Service bodies, the federal bodies for public safety, the bodies of the Foreign Intelligence Service of the Russian Federation, and the federal body that oversees how the public authorities of the Russian Federation prepare for mobilization.
