At the beginning of the discussion the Russian head of state emphasized that Russia pays all due attention to the development of its relations with the Council of Europe and particularly with regards to the Council of Europe Parliamentary Assembly (PACE).

Mr Putin also thanked the head of PACE for the help he gave during the Russian chairmanship in the Council of Europe's Committee of Ministers in 2006.
