The main focus of the State Duma's work should be to pass the laws needed to implement Russia's national development plan through to 2020

Speaking at a meeting with the State Duma leadership and Duma faction leaders, President Vladimir Putin noted the need to draw up a clear plan for lawmaking work as soon as possible and outlined the main areas to be addressed.

Mr Putin proposed that the members of parliament concentrate above all on encouraging innovation, taking into account the experience gained through the priority national projects.

The President said that greater entrepreneurial activeness on the part of citizens constitutes an important resource for the country’s ongoing economic growth.

One of the key tasks the President named is the adoption of a package of laws to improve the tax system, in particular by reducing taxation on citizens’ spending on education, healthcare and pension insurance. Mr Putin also stressed the importance of passing a law on state co-financing of voluntary pension savings.

The President particularly highlighted the need to work towards forming a new quality and standard of social policy.
