Mr Putin’s message of congratulations says, in particular:

“You belong to the generation of state figures whose great authority is the result of many years of hard work and immense professional experience. And, of course, you have made a significant personal contribution to work on the most important national issues. I have always considered you not only a responsible Russian leader but an extraordinary man and patriot”.

Mr Chernomyrdin was awarded the decoration for his great contribution to developing Russian-Ukrainian relations.
