The order’s provisions make available 1.5 billion roubles in subsidies from the federal budget to non-profit non-governmental organisations for organizing project tenders and allocating as grants to other non-profit NGOs for carrying out projects of social importance selected on the basis of tender results. Areas covered by the projects include sociological research and monitoring of the state of civil society, education, the arts, culture, public diplomacy and protection of human rights and freedoms. Other projects are in the areas of legal education for the public, promoting a healthy lifestyle, protecting public health and the environment, support for people on low incomes and support for youth initiatives.
