Russian and Libyan leaders agreed on long overdue steps both in economic and political spheres.

In particular, a number of intergovernmental agreements on trade, economic and financial relations were signed, agreements that provide for the regulation of the problem of the Libyan debt that remains from the time of the USSR. Russia has written off this $4,5 billion debt. Following the talks also were signed a contract worth 2,2 billion euros for the construction of a 500-kilometre part of the Sirt-Benghazi road, agreements on the promotion and mutual protection of investments, and a memorandum on cooperation between Gazprom and Libya's National Oil and Gas Company.

The two heads of state discussed the prospects for Russian-Libyan cooperation in international nuclear energy and issues concerning nuclear non-proliferation.

The Political Declaration on Strengthening Friendship and Cooperation between Russia and Libya that was signed in Tripoli provides for expanding political dialogue in a whole range of bilateral relations and international problems, as well as deepening cooperation on issues relating to national defense and security. The document also provides for bilateral cooperation within the UN on issues linked with the fight against terrorism, violent separatism, extremism and transnational organised crime, as well as joining forces to prevent armed conflicts and facilitate a peaceful solution to those that do occur in various regions of the African continent.
