President Vladimir Putin has approved amendments to the law on referendums

The amendments were made following a resolution by the Constitutional Court of March 21, 2007, ruling that the approval or amendment of the federal budget cannot be made the subject of a referendum because they fall within the exclusive responsibility of the government and the parliament.

One of the new provisions added to the law prohibits the holding of referendums on issues deemed by the Constitution and the federal constitutional laws to come under the exclusive responsibility of the federal state authorities.

The amendments also contain a provision stating that referendums cannot be used for decisions that contradict the Constitution and that restrict or abolish human rights and civil liberties and the constitutional guarantees of these rights and liberties.
