In his opening address to the Congress, the President referred to United Russia as the leading political force in the country that unites parliamentary delegates and Russian society to resolve national problems. Dmitry Medvedev said that he is counting United Russia's active support for the government cabinet of the Russian Federation and its participation in the formation of a personnel reserve pool for management and business at different levels.

The party United Russia has about two million members and 315 of the 450 parliamentary seats in the State Duma (Russia's lower house of parliament).
