The President instructed the Government, in particular, to continue implementation of the Affordable Housing National Project, provide housing for at least 45,000 military servicemen in 2009, draft and approve, together with the Central Bank, a long-term strategy for developing housing mortgage loans in Russia, and examine possibilities for using state guarantees to boost economic development in rural areas, including through developing housing construction in the countryside.
The regional authorities received the instruction to draw up regional programmes for stimulating housing construction development.
