The Decree confirms the statute on the Council and its membership.

The Council prepares proposals for the President on national projects and measures for their implementation; examines the conceptual basis, aims and objectives of priority national projects; defines the means, forms and stages of their implementation; analyses the practical implementation of priority national projects and prepares proposals on ways to improve project implementation.
