Dmitry Medvedev signed a decree on a visa-free regime for non-citizens, that is former citizens of the Soviet Union now living in Latvia and Estonia

According to the decree, former Soviet citizens who are currently stateless persons residing in Latvia or Estonia may visit Russia without applying for a visa, simply using the non-citizen passport issued by the appropriate administrative body of the Republic of Latvia, or the foreigner's passport issued by the appropriate body of the Republic of Estonia.

The decree also defines the regime governing the entry of the children of the said persons into Russia. They either require one of the documents mentioned above, or must be indicated in the documentation of the person accompanying them, as well as a birth certificate.
