At a meeting with the representatives of German political, parliamentary and public circles, the President of Russia suggested developing a legally binding treaty on European security.

Participants in such a treaty could also be organisations active in European Atlantic policy. Dmitry Medvedev said that such a treaty could be a regional pact which would be based on the principles of the UN Charter and would ultimately clarify the role of solutions by force for problems within the Euro-Atlantic community.

Such a document would allow for a comprehensive approach towards resolving the issues of indivisibility of security and weapon control in Europe.

The Russian head of state proposed organising a pan-European summit which could start the process of drafting such a treaty. In doing so, the President stressed that it is important that all states would participate in this work directly on the basis of their national interests, foregoing ”bloc“ approaches and ideological considerations.
