Dmitry Medvedev ordered the establishment of a comprehensive system to protect public safety and prevent emergency situations and terrorism in the country's transport system

The President signed an executive order on the system’s establishment and met with the Russian Security Council members to discuss ways to fight terrorism more effectively.

Mr Medvedev heard reports on the investigations into the blasts in Moscow and Kizlyar (Daghestan) and stressed the importance of ensuring proper counterterrorist protection, above all, guaranteeing safety in the transport infrastructure and public places, and setting the responsibilities of transporters, the local authorities and everyone involved in transport.

The terrorists’ goal is to destabilise the country, undermine civil society and sow fear and panic among the public, Mr Medvedev said. They must not be allowed to achieve their aim and all efforts must now be on consolidating the country and the people.

The President also called for efforts to improve the situation in the North Caucasus republics in general, including through terrorism prevention activities, educational campaigns and carrying out economic programmes. Resolving the region’s many social and economic problems is the key to turning the situation around, Mr Medvedev said.
