The Federal Law was passed by the State Duma on July 15, 2009, and approved by the Federation Council on July 18, 2009.
It partially lifts the current restrictions on direct or indirect participation by the Russian Federation, its regions, or local self-government bodies in organising and conducting certain gambling activities.
The Federal Law authorises the organisation and conduct of gambling (placing bets on the outcome of various events) in betting offices located at horse racing tracks in state or municipal ownership. The list of such tracks shall be approved by the Russian Federation Government.
