Vladimir Putin signed Executive Order On Changes to the Membership of the Russian Federation Security Council, as approved by the Presidential Executive Order No. 715 of May 25, 2012.
The executive order introduces Viktor Zolotov, director of the Federal Service of National Guard Troops and commander of the Russian National Guard, into the Russian Federation Security Council as its permanent member.
