The presidential executive order makes the Federal Migration Service the authorised agency responsible for issuing legally binding permits for the hire and employment of Russian citizens as seamen on vessels sailing under foreign flags.
The term of authorised agency is defined in the International Labour Organisation’s Convention on the Placing of Seamen (Convention №179), ratified by the Russian Federation in July 2001, and entered into force in Russia on August 27, 2002.
