The telegram reads, in part:

“This crime is yet another confirmation of the inhumanity of bandits who stop at nothing in their attempts to destabilize the situation in Ingushetia and prevent the people of the North Caucasus from living a normal, stable life.

Among the victims of the tragedy are law enforcement officers, civilians and children. We will do our best to find and punish the organisers of this cruel crime.”
