Dmitry Medvedev held a meeting with members of Russia's Security Council to discuss additional measures to stabilise the socio-political situation and neutralise the terrorist and extremist threat in the North Caucasus

The President outlined several priority tasks, including optimising coordination between the different security agencies, and a thorough overhaul of human resources organisation and work, from patrol and sentry officers, right up to the officials in charge of subdivisions of the Interior Ministry, Federal Security Service and other security and law enforcement agencies.

Action is also needed to put an end to domination of clan interests and to fight all forms of corruption, which is more widespread and deep-rooted in government institutions in the North Caucasus compared to other regions, the President said.

Mr Medvedev also stressed the importance of guaranteeing the protection of law enforcement personnel, saying that this is the particular responsibility of senior officers.

The President proposed amendments to the law in the aim of ensuring that those who commit crimes as serious as terrorism will not escape punishment for their deeds.

Noting that crime has its roots in the social environment, Mr Medvedev ordered that a meeting be held on social and economic development in southern Russia.
