The President gave Prime Minister Vladimir Putin instructions to develop a mechanism for giving contractors that bid to fulfil government construction projects the responsibility to create jobs for student members of construction brigades, as well as a method for determining quotas for those jobs.
The instructions were given following a meeting between Dmitry Medvedev and student construction brigade representatives that took place in Sochi on August 13, 2009.
