The executive order abolishes the Federal Air Navigation Service and transfers its functions to the Federal Air Transport Agency.
Furthermore, responsibility for supervising use of Russian airspace, air navigation services for the users of the Russian airspace, and air and space search and rescue operations has been transferred to the Federal Agency for the Oversight of Transport.
