A reception in honour of new graduates of military academies and universities was held at the Kremlin

Speaking at a reception in the Kremlin in honor of new graduates of military academies and universities, Dmitry Medvedev noted the quality of education, the independence, and the desire to achieve a high level of training that characterise this new generation of officers. In the opinion of the President, these qualities are now crucially important in a rapidly changing world full of the intellectual challenges posed by technological breakthroughs that are already changing Russian society.

The President stressed that the problems faced by the world community today in the sphere of international security are quite different from what they were forty or even twenty years ago. He confirmed that Russia has consistently advocated the establishment of a collective security system, and recalled Russia’s recent proposal for a new, legally binding treaty on European security. Such a treaty would in no way infringe on the authority of international law or the crucial functions of the United Nations and UN Security Council. Dmitry Medvedev added that the principles of such a treaty were fully in accord with Russia’s Military Doctrine.

He also stressed that the state will continue to pay close attention to preparing officers, equipping units with advanced weapons and military equipment and enhancing the efficiency of the Armed Forces’ systems of governance.

The President congratulated the graduates on the successful completion of their studies and wished them good health, happiness and prosperity.
