Vladimir Putin sent greetings to the National Civil Defence Meeting with heads of federal and regional executive authorities, which is held on the occasion of the 85th anniversary of the national civil defence system.
The message reads, in part:
“Over the past years, the civil defence management and forces have proven their effectiveness in emergencies by reliably protecting people, property and cultural heritage from the consequences of natural disasters and industrial accidents. The heroism of the wartime neighbourhood anti-aircraft defence units deserves our special gratitude. They worked selflessly to put out fire bombs and fires, cleared away debris, set up bomb shelters and helped the injured. Their unmatched courage and vigilance brought the Great Victory nearer.
In the current conditions, when the risk of emergencies has grown considerably, the civil defence forces must consistently build up their potential, learn to use novel technologies and improve the legal framework of their activities. Also, they must conduct broad educational work and information campaigns and encourage volunteer initiatives.
I am convinced that you will discuss these and other, equally important issues at your forum and will make use of the best practices in this sphere.”
