The law regulates matters relating to the unity of measurement, protection of the rights and interests of citizens, society and the state from the negative effects of faulty measurements, ensuring the defence and security of the state, promoting Russia's economy and scientific and technological progress.

The federal law was prepared in light of documents prepared by the International Organization of Legal Metrology.
