The agreement establishes the international law basis for cooperation between the SCO member-states on organising anti-terrorist exercises for the purposes of training special counterterrorist forces for joint action between SCO members in the event of a terrorist attack or the threat of a terrorist attack within their territory.
The agreement was signed in Dushanbe (Tajikistan) on August 28, 2008.
