The instructions concern criteria for making decisions on state support for scientific research and on assessing its efficacy; amendments to be made to the Labour Code of the Russian Federation in relation to protection of the rights of children; developing Russian financial market, stabilising financial system and preparing respective legislative initiatives; providing disabled veterans of the Great Patriotic War with personal automobile transportation.

Furthermore, the President issued an instruction on initiating due procedures for the memorial complex To the Heroes of the Stalingrad Battle on Mamayev Hill to be included in the World Heritage List.
