The protocol sets out the procedures for the Customs Union Commission to examine the question of allowing individual members of the customs union to apply import duties on goods from third countries at rates higher or lower than the common customs tariff applicable to the goods in question. The protocol also defines cases when such permission can be granted.
The protocol was signed in Moscow on December 12, 2008.
