The law amends and clarifies a large number of provisions of the federal law ”On Concession Agreements“.
In particular, there are changes in regard to the definition of the parties, facilities and material terms of the concession agreement, the concessionary order granting the right to use land, bodies of water, forest lands and agricultural lands, with regard to clarifying procedures for conducting competition for the right to enter a concession agreement, the rules of evaluation of competitive proposals, and on improving the regime that governs the concluding of a concession agreement.
In addition, the law amends the Tax Code, the federal laws ”On State Registration of Real Estate Rights and Deals Affecting It“, ”On the Protection of Competition“ and ”On Assessment Activities in the Russian Federation“.
