In his order, President Medvedev instructed the Russian Ministry of Foreign Affairs to hold talks with the Vatican on establishing diplomatic relations at the level of a Russian Federation Embassy in the Vatican and Apostolic Nunciature in Russia, transforming the Russian Consulate in the Vatican into an Embassy, and formalising the agreements reached in relevant documents.
