The message reads, in part:

“Our country’s institution of local government has a rich history and wonderful traditions. Municipalities and local government bodies have played a huge role in the development of Russian education and healthcare. Most importantly, they involved representatives of various social groups and ages in the search for solutions to local problems.

In contemporary Russia, local governments also have a responsible mission. Positive changes in the development of our cities and rural areas, improvement of social infrastructure and the housing and utilities sector depend to a large extent on their efficient work. The people expect all levels of authority to make informed, well-judged decisions aimed at bringing stability to the economy and social area, protecting people’s health and ensuring a proper quality of life.”
