The Agreement establishes a legal framework for the joint use, integration, development, and training of military forces and resources ensuring air defence of the Russian Federation and the Republic of Belarus.

The Agreement provides for the establishment of the Unified Regional Air Defence System of the two states which is intended to become an integral part of the CIS joint air defence.

The main tasks for the Unified Regional Air Defence System shall be continuous reconnaissance; timely detection of the preparation for and outbreak of an enemy air strike; protecting and defending airspace within the Union State’s borders; monitoring compliance with the rules for the use of the Parties’ airspace; in case of violation of the said rules by infringer aircraft, enforcing such compliance or intercepting such flights; and on-site anti-aircraft missile protection of the most vital facilities.

The Agreement specifies the mechanisms of commanding national military forces and resources within the Unified Regional Air Defence System in peacetime and in peril.

It also stipulates that common policies shall be pursued by the Parties in designing and manufacturing weapons, equipment, military and special technologies and in supplying the same to the Unified Regional Air Defence System forces.
