The Council is being created with participation by public, scientific, educational, and other interested organisations. Its founders are Russia’s Ministry of Foreign Affairs and the Ministry of Education and Science.

The main goals of this non-profit partnership are to promote international research in Russia, to improve training for specialists in foreign policy and regional studies, and to organise interaction between Russian scientific organisations and foreign think tanks on matters in international relations.
