Executive Order on application of special economic measures in foreign economic policy to ensure Russia’s security

Vladimir Putin signed Executive Order On Application of Special Economic Measures in Foreign Economic Activity to Ensure the Security of the Russian Federation.

In addition to measures provided for by Presidential executive orders No. 79, On Imposing Special Economic Measures in Connection with the Hostile Actions of the United States in League with Other Foreign States and International Organisations of February 28, 2022, and No. 81, On Additional Temporary Economic Measures to Ensure Russia’s Financial Stability of March 1, 2022, in order to ensure the Russian Federation’s security and the smooth functioning of industry, the President resolved to apply the following special economic measures until December 31, 2022:

a) introduce a ban on export outside the territory of the Russian Federation and (or) import into the territory of the Russian Federation of products and (or) commodities in accordance with the lists compiled by the Government of the Russian Federation;

b) introduce a restriction on export outside the territory of the Russian Federation and (or) import into the territory of the Russian Federation of products and (or) commodities in accordance with the lists compiled by the Government of the Russian Federation.

At the same time, these measures shall not apply to products and (or) commodities exported and (or) imported by citizens of the Russian Federation, foreign citizens and stateless persons for personal use.

The Government of the Russian Federation is authorised to determine the details of applying the above measures.

In addition, the Government has been instructed to compile, within two days, the lists of foreign states that are necessary for the application of measures stipulated in this Executive Order.
