Dmitry Medvedev confirmed a list of instructions following the outcomes of a February 2, 2010 meeting at the Kremlin on Russia's investment climate

In particular, the Government of the Russian Federation has been instructed to prepare and submit to the State Duma a draft federal law on optimising immigration rules for foreign citizens invited to Russia by entities implementing investment, scientific, and high-tech projects within Russia, specifically on simplifying visas and work permits issue procedures.

Mr Medvedev also gave instructions to prepare a draft federal law on improving customs clearance procedures and introducing a simplified customs clearance process for exporting processed products and importing high tech equipment, products, raw materials, and components for manufacturing needs.

The President gave instructions to prepare suggestions on a variety of tax-related and other measures intended to stimulate investments into the modernisation and innovative development of the national economy.

He also gave instructions to develop and pass a series of measures to specifically reduce the duration of implementing investment projects and conducting state expert assessment of project documentation and engineering research, and to expand construction of industrial facilities that follow the standards and regulations passed by the European Union.

The Government was instructed to take all necessary measures to coordinate and simplify the work of Russian Federation state authorities with regard to supporting investments into the Russian economy and protecting investors’ rights. It was also instructed to jointly with the Presidential Executive Office to prepare a series of measures to improve Russia’s investment attractiveness and enhance the implementation of those measures.
