On October 5, Vladimir Putin signed the Executive Order amending the Executive Order of the President of the Russian Federation No. 664 of September 24, 2022, On Deferment of Conscription for Military Service during Mobilisation.
The Executive Order specifies the categories of people who cannot be called up for military service within the framework of partial mobilisation.
In particular, students of private higher education institutions with state accreditation, as well as post-graduate students and those enrolled in religious education institutions shall be eligible for deferment. In addition to this, those enrolled in secondary vocational training programmes and pursue higher education degrees, including in programmes for researchers and teaching staff at the level of post-graduate schools, residency training, and qualification internship, located on the territory of innovative research and technology centres, can also benefit from deferment.
