Dmitry Medvedev submitted to the State Duma draft federal law concerning improvements in representation of voters in regional legislatures and formation of political factions therein

The draft law aims to implement provisions of the November 12, 2009 Presidential Address to the Federal Assembly concerning the factions of political parties in legislative bodies. It also allows for political party representatives to hold senior offices and be employed in the legislatures of the Russian constituent entities.

The bill additionally elaborates on the provisions of the draft federal law the President had submitted to the State Duma amending various statutes for the purposes of improving representation of voters in regional legislatures. It is envisaged that any party whose performance in regional elections is above five percent of the vote but below the threshold of admission to the legislature, shall be nevertheless granted a seat.

In addition, the draft legislation stipulates that in case a party is only granted one seat it can still establish its single deputy faction in the legislature, and specifies the rights of deputies so elected.
