The law makes several amendments to the Agreement of October 18, 1996, signed between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on legal regulation of activity of railway companies and organisations. The amendments were necessitated by structural reforms in railway transport undertaken by Russia and Kazakhstan.
