The heads of the law enforcement agencies and security services briefed the President on the measures they are taking to investigate the circumstances of this crime, and to maintain public law and order in Daghestan.

Mr Medvedev spoke by telephone with President of Daghestan Magomedsalam Magomedov and gave an instruction to provide all possible assistance to the victims’ families including medical and financial aid.

Mr Magomedov assured the President that these instructions will be carried out and said he will personally visit the site of the blasts.

The President of Daghestan also briefed Mr Medvedev on his intention to actively interact with elders and youth to prevent terrorism and help preserve public law and order in the republic.

Two blasts occurred this morning in Kizlyar, killing 12 people and injuring at least 23.
