President Dmitry Medvedev will chair the Council and Prime Minister Vladimir Putin will be his first deputy.
The Council will consist of 57 members, including the speakers of the two parliament houses (the State Duma and the Federation Council), ministers, governors, and leaders of largest parties, the Public Chamber and the Russian Academy of Sciences, as well as businessmen.
