Vladimir Putin received Head of the Republic of Tatarstan in the Kremlin. Rustam Minnikhanov informed the President about the region’s economic development.
Rustam Minnikhanov began his report by discussing work concerning the special military operation. Most targets regarding the number of contract soldiers, support for service personnel and last year’s performance have been over-fulfilled. This year’s targets are currently being processed. Over 36 billion rubles have already been channelled to accomplish various objectives. Fifteen republican residents have received the title of Hero of Russia, including seven posthumously. In all, 1,829 service personnel have been awarded the Orders of Courage. Additionally, Tatarstan continues to render assistance to the cities of Lisichansk and Rubezhnoye in the Lugansk People’s Republic. A total of 2.6 billion rubles have already been allocated for their reconstruction, and 4,389 tonnes of humanitarian aid have been delivered from Tatarstan. Over the last three years, the republic has been accommodating children from the new territories at its holiday centres.
After touching upon the socio-political situation in the region, Rustam Minnikhanov noted that there were no inter-ethnic or religious conflicts. The President emphasised that republican authorities were working effectively with people and added that Tatarstan placed first in the number of religious organisations. According to Rustam Minnikhanov, as per the President’s instructions, the authorities are working with the Islamic world and Russia’s Islamic organisations. Everyone without exception, including Orthodox Christians, Old Believers and Jews, receive complete support in the republic. Islamic schools, including the Bulgarian Islamic Academy, the Theological Seminary in Kazan and the madrasah, are functioning in the republic. He also highlighted the importance of training the republican clergy. Earlier, representatives of the republic studied abroad, and, he believes, that was a mistake. He said that interreligious peace and accord guaranteed stability and development.
Vladimir Putin and Rustam Minnikhanov also discussed socio-economic parameters. Tatarstan, a major industrial region, accounts for three percent of Russia’s GDP. It produces 24 percent of the country’s polyethylene, 41 percent of rubber, 61 percent of lorry tyres, 30 percent of lorries as well as seven percent of the country’s crude oil. The construction industry has seen a 17 percent growth, with fixed capital investment soaring by 12 percent and reaching 1.435 trillion rubles. The processing industry has grown by ten percent since 2010. The republic refines 24.3 million tonnes of oil; and the oil-refining depth is 99.4–99.5 percent. TANECO and TAIF-NK are up-to-date modernised enterprises. Serious work is underway on the SIBUR Group consisting of Nizhnekamskneftekhim and Kazanorgsintez. The largest Ethylene 600 complex with a capacity of 600,000 tonnes of ethylene will start operating later this year. Orgsntez is implementing a serious modernisation project. Ammoni is planning to build new facilities and to expand production of mineral fertilisers by 100 percent.
According to Rustam Minnikhanov, the growth rate in agriculture is 10 percent. Tatarstan ranks first in the country in terms of milk, in potato harvesting it holds the second position, in sugar beet – seventh, in eggs it is in the top 10. Tatarstan produces 341 billion roubles worth of agricultural products.
As for the machine building industry, the head of the republic said that KAMAZ revenue totalled 323 billion roubles. The company managed to bypass the issues related to components, many projects have been implemented in Russia. All questions on the K5 model range, which used imported components, have been fully resolved. Active work is underway on electric buses and the Atom electric car. By the way, Minnikhanov noted that next year KAMAZ will celebrate 50 years of the launch of vehicle production. He also said that the company Sollers, which replaced Ford, is doing a good job. It has launched production of commercial vehicles, and 3.0-litre and 2.7-litre engines. The entire engine assembly is done in Yelabuga, where Aurus is also produced.
According to Minnikhanov, a lot of work is being done at the Kazan Aviation Plant. A complex was built for 38 billion rubles, two more are under construction, a logistics centre and a machining centre are also in the pipeline. The Kazan Helicopter Plant has also carried out major modernisation of the machining and assembly centre and built an educational centre. The Ansat with the Russian VK-650 engine and the new Mi-38, which is bigger than the Mi-8 and has a speed of over 300 kilometres per hour, are being produced, as well as a very good Robinson-type Mi-34. The Chinese company Haier is also working well: it has already built six factories, and localisation is very high. The shipbuilding plant produces both military and civilian products; its sales stand at 56 billion. A lot of work is going on at defence enterprises. This includes drones and a gunpowder factory – very serious modernisation is underway.
The energy complex is operating smoothly, producing about 31 billion kilowatt-hours. The electrical system is being upgraded.
Active work is being done in the ICT sphere with 3,500 companies and about 42,000 people. The revenue of IT companies is already 225 billion rubles. The Innopolis project, which was also supported by the President, is developing very well. It includes a university, and special economic zones. The results are excellent.
The head of the republic also noted the Alabuga special industrial and production economic zone with its revenue of 238 billion, highlighting that an educational centre was created there. Khimgrad has a revenue of 96 billion, and KIP Master [Kama Industrial Park] – 202 billion. Tatarstan is also helping to create sites in Uzbekistan at the request of President of Uzbekistan Shavkat Mirziyoyev. The Sviyazhsk multimodal logistics centre and a large logistics centre for work with China within the Belt and Road Initiative are operating in Nizhnekamsk.
Work is also underway on the advanced socioeconomic development territories, according to Rustam Minnikhanov. Last year, social, cultural, and engineering infrastructure facilities with a total worth of 166 billion were built. This includes both national and republican projects. In addition, 3.45 million square metres of housing were built. Every year, up to a thousand apartment buildings are repaired. A total of 200 billion have been invested in road infrastructure: 108 billion from the republic, and 92 billion account for federal highways. There are serious Safe High-Quality Roads projects.
Vladimir Putin noted that the GRP has almost tripled over the previous years. Tatarstan is an industrially developed region of Russia, and it is developing rapidly, but, according to the President, the load on the ecosystem is decreasing, which is an essential issue.
Rustam Minnikhanov added that each project complied with all the global standards. All requirements of the green and circular economy are also complied with. The republic is seriously working to upgrade existing production facilities, which produce emissions into the air and water; and they have been significantly reduced. The head of the republic thanked the President for the relevant federal programmes.
