Dmitry Medvedev said at a meeting on drafting the new law on the police force that a special website, www.zakonoproekt2010.ru, would be set up for public discussion of the document. This is the first time that a draft law that affects the interests of all citizens is being opened to such broad discussion.
The draft law introduces public oversight of the Interior Ministry’s work, clarifies the rights and obligations of police officers, and relieves the police force of functions that should not be within its powers, thus enabling it to focus on its main task of enforcing law and order.
The provisions place particular emphasis on checking police officers’ professional suitability. It is extremely important to prevent the wrong sort of candidates from being able to enter the law enforcement agencies, Mr Medvedev said.
The President gave an instruction to publish the draft law on August 7, 2010.
Taking part in the meeting were Chief of Staff of the Presidential Executive Office Sergei Naryshkin, Secretary of the Security Council Nikolai Patrushev, Deputy Chief of Staff of the Presidential Executive Office Alexei Gromov, Presidential Aide Oleg Markov, Presidential Aide and Head of the Presidential State-Legal Directorate Larisa Brychyova, Presidential Aide and Head of the Presidential Control Directorate Konstantin Chuychenko, Interior Minister Rashid Nurgaliyev, and State Secretary and Deputy Interior Minister Sergei Bulavin.
