Dmitry Medvedev signed the federal law On the Ratification of the Protocols to the Agreement between the Russian Federation and the United States of America on the Safe and Secure Transportation, Storage and Destruction of Weapons and the Prevention of Weapons Proliferation of 17 June 1992

The protocols were signed in Moscow and Washington on 15 and 16 June, 1999 and the Agreement was extended for seven years following a meeting in Moscow on 16 June 2006.

The protocol of 16 June 2006 contains an appendix listing all the Russian-American agreements that will operate in the framework of the 1992 agreement. The thrust of the protocol is to acknowledge that Russia and the United States do not plan to enter into new international treaties in the framework of the 1992 Agreement, unless they agree otherwise.

Russia plans to conclude all new agreements with the U.S. in the sphere of disarmament on terms more favorable to itself, while still observing the relevant international legal standards.

As for the ongoing programmes of cooperation under the 1992 Agreement, the parties consider it appropriate to continue work under the old terms until the completion of these programmes. The main areas of cooperation are the elimination of reduced strategic offensive weapons, improving the safety of storing and transporting nuclear weapons, improving the physical protection of nuclear materials and the destruction of chemical weapons.
