Meeting on forestry development

2010 summer’s wildfires demonstrated inefficiency of Russia’s forestry sector legislation and management, Dmitry Medvedev pointed out at the meeting.

The President called for a thorough analysis of forestry legislation (the Government received this instruction in August) and performance of the agencies responsible for this sector.

One of the first steps aimed at improving forestry management was the August 27 decision to bring the Federal Forestry Agency (Rosleskhoz) under direct subordination to the Government. Mr Medvedev stressed that if this proves insufficient he could make more radical changes to the agency’s organisation.

The President also addressed the problems of the current forestry supervision and control system, noting the particular importance of regenerating damaged forests and putting in place the required financial and legal mechanisms for this purpose. Besides, greater use should be made of scientific research potential in this sector, Mr Medvedev said.

Mentioned at the meeting was the situation with the Khimki Forest. The President underlined there is no question that a new motorway is needed, but the final decision on the route it will take should be made only after full consultation with the public and experts. According to Mr Medvedev, the decision in this case should take into account not merely economic but environmental considerations as well.

The President also announced at the meeting that he has signed two executive orders decorating rescuers and other people who took part in the fire-fighting efforts.
