The law provides that foreign bank accounts can be used by overseas diplomatic and consular missions of the Russian Federation as well as other official Russian missions abroad, including representatives at international intergovernmental organisations, to finance their representatives or employees of their missions abroad.

Diplomatic missions, consular offices and other official representatives of Russia have the right to conduct transactions using foreign currency cash with representatives or employees of official missions of the Russian Federation abroad without using accounts in Russian banks.
